Part of the work that Active Policy Solutions (APS) is doing on behalf of ATIXA and its community is build the brand and authority of ATIXA among policymakers to position the organization as both an expert and a resource to help shape and contribute proactively to federal policy. In order to achieve this goal, we track bills that might be of interest for ATIXA and see how we fit into the legislation. The Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act (HR 4346) has the potential of being an important bill for ATIXA.
Signed into law in August 2022, the CHIPS and Science Act will invest billions of dollars to fund domestic semiconductor manufacture and science research with the broadest aim to incentivize semiconductor production within the U.S. to decrease dependence on Asia-based manufacturers and its related supply chain. This law also looks to make strides to help reduce sexual harassment within the Science, Technology, Engineering, and Mathematics (STEM) fields. This legislation will establish a working group for the purpose of coordinating federal research agency efforts to reduce the prevalence of sex-based and sexual harassment involving award personnel.
The working group is statutorily required to consult outside stakeholders during their review and elevation phase. APS will continue to monitor the CHIPS and Science Act and see if ATIXA should meet with the Office of Science and Technology to advocate for ATIXA to be included in those outside stakeholder consultations.
