
Brooke DeSipio, Ph.D.
Director of Survivor Support and Intimacy Education at Lehigh University
Brooke DeSipio has a Ph.D. in human sexuality from Widener University. She is a sexologist who uses healthy sexuality education to help prevent gender-based violence on college campuses. She currently directs the Office of Survivor Support and Intimacy Education at Lehigh University and teaches in the Women, Gender, and Sexuality Studies academic department. DeSipio specializes in consent, pleasure, trauma, Title IX, sexuality education, and healthy relationships. She is the co-developer of the “Sex Communication” framework for consent education. In her free time, she enjoys gardening, amateur homesteading, cooking, reading, and sports.

Cara Tuttle, J.D., M.A.
Director, Project Safe Center for Sexual Misconduct Prevention and Response and Senior Lecturer at Vanderbilt University
Cara Tuttle has served as Director of the Vanderbilt University Project Safe Center since its founding in 2014. Cara previously served as the Associate Director for Student Accountability, Community Standards, and Academic Integrity at Vanderbilt University and as Director of Programs for the Women’s Center at Northwestern University. Tuttle holds a J.D. from Vanderbilt University Law School, a Master of Arts in Women’s and Gender Studies from the University of Louisville, and a Bachelor of Science in Political Science from Ball State University, where she graduated summa cum laude. She was selected as the 2015 recipient of the Mary Jane Werthan Award, which is presented to a member of the Vanderbilt community who has contributed to the advancement of women at Vanderbilt on a systemic level. In 2016, Tuttle received the K.C. Potter Outstanding Service to Students Award from the Vanderbilt University Office of the Dean of Students. In November 2021, she received the Chancellor’s Leadership Excellence Award, which may be awarded to a full-time staff member who shows outstanding commitment to Vanderbilt University’s mission by exhibiting strong leadership, such as building engagement and trust, coaching and developing others, building partnerships, and leading with courage.
Tuttle provides institutional advocacy on aspects of university response systems and processes involving sexual violence and has represented the University on the Association of American Universities (AAU) Advisory Board on Sexual Harassment and Gender Discrimination. She has represented Vanderbilt on the National Academies of Sciences, Engineering, and Medicine (NASEM) Action Collaborative to Prevent Sexual Harassment in Higher Education since 2019. Tuttle was appointed an inaugural co-chair of the University Staff Women’s Advancement and Equity (WAVE) Council, created in Spring 2019. Tuttle also serves as a senior lecturer in the College of Arts and Science within the Department of Gender and Sexuality Studies, where she teaches the Seminar on Gender and Violence. Tuttle’s recent publications include Preventing Sexual Harassment and Reducing Harm by Addressing Abuses of Power in Higher Education Institutions and Preventing and Addressing Retaliation Resulting from Sexual Harassment in Academia for the NASEM. She also serves on the board of Stop Sexual Assault in Schools, a national advocacy organization addressing sexual harassment in K-12 schools.

Jarvis Steele, J.D.
Title IX Coordinator and Director for Civil Rights and Student Risk Assessment at Wofford College
Jarvis Steele is a higher education professional with a wide range of experience. He graduated from Georgia Southern University with a Bachelor of Arts in Political Science and Philosophy. He graduated from the University of Georgia School of Law and is a barred attorney in Georgia. Steele has dedicated his career to improving the Title IX space and credits his family and professional mentors for shaping his philosophy on community support and his commitment to higher education.
Steele’s career is dedicated to exploring equity through jurisprudence, and he has served in multiple roles in service to this mission. As a law student, Jarvis worked in the Fulton County, Georgia, Public Defender’s office, where he saw firsthand the impact of diligent and reliable representation in the court of law. He also worked with the Veterans Legal Clinic, where he saw the importance of supporting vulnerable populations through complex administrative processes.
Steele began his career in a dual role at Georgia Southern University as both an Assistant University Counsel and a Civil Rights Investigator. As Assistant University Counsel, he supported the General Counsel’s office through legal writing and research. He provided legal expertise for different units at Georgia Southern University, specifically working on major projects with the Human Resources Department and the Title IX Office. As a Civil Rights Investigator, he conducted investigations related to Title IX and EEO violations. Steele works with Colorado State University as a hearing advisor for their Title IX process. In this role, he uses his skills to conduct cross-examinations and advise on resolution agreements for both complainants and respondents.

Tina Hatch
Compliance Officer/Title IX Coordinator, Salt Lake City School District
Tina Hatch is the Compliance Officer and Title IX Coordinator for Salt Lake City School District. In this role, Tina conducts investigations into complaints of discrimination, harassment, retaliation, bullying, cyber-bullying, hazing, abusive conduct, and all Title IX-related issues and conducts annual trainings for all district administrators and other district personnel. As a member of the Policy and Legal Services Department, Tina coordinates with SLCSD’s General Counsel to update policy and procedures related to her role.
Tina is a certified EEO, Civil Rights, and Title IX investigator, a trained K-12 Title IX Coordinator, and a CompTIA Certified Project Manager. Tina is also the Chair of the Board of Directors of Utah Law Related Education. Tina has a Bachelor of Business Administration and has worked in her current role as the Compliance Officer/Title IX Coordinator for nearly seven years.
